my neon has red spots on his abdomen

one of my 12 neons has few redspots on his abdomen and i cant seen to figure out what they are. His tankmates include rummynose tetras, and some oto's. all water levels are normal, and he is eating and swimming normally too! I thought it might be the rummynose pecking at it, but under close examination they never seem to get near him or any of the others. I cant seem to figure this one out!

Try abit of salt if you have no scaless fish in the tank, can't remember for the life of me what red spots are, don't see them mentioned that often.
