My Lighting Sufficient?

I have recently bought some Anacharis for my 90gal. Right now they are currently free floating I supplemt with seachem flourish and flourish excel. My lighting is 2 t-8 bulbs a aqua sun 5500k and flora sun 5000k bulbs 32 watts each total of 64watt. Provides the tank with roughly 0.7wpg. Will this be sufficient for Anacharis to survive whether they be floating at the top or planted at the bottom?
