My gourami has an odd swimming pattern and will randomly go inactive

My fire fin gourami is very active and friendly at some points but still very skiddish near me. He will have random bursts of energy where he'll go around the tank, but alot of the time he's just sitting horizontally leaned against something? Need answers ASAP please!

I also should mention that we are pretty sure he (or she, can't tell) was bullied in their old tank as it's fins are kinda beat up and not as nice as they should be. Could this be contributing?

all my pearl gouramis freak out when i suddenly go near the tank.
they are slowly getting used to it
he probably needs company too

He has one pearl gourami with him would that be enough? It's all i can fit cuz it's a 20 gal

no id rather move the pearl gourami to a bigger tank and give the pearl gourami a pair of its own kind
two different types of gourami should not be housed together maybe the bigger one is bullying him
