The main item: plastic canvas from Hobbycraft:

Image showing size of holes. This is 7hpi' ie 7 holes per inch. There are other sizes available, both in hole size and sheet size.
The other two items i used were plastic paper binders, already at home:
The binders were trimmed to fit the tank and lowered in.
The plastic canvas was trimmed and left slighter wider than the tank to help push the binders against the sides. This worked reasonably well but the plastic canvas is not rigid enough to fully keep the binders to the glass and some fish escaped for a short while.
I then flattened another binder and used it horizontally to keep the other two binders in place as in below pic:
The canvas does not have to be buried too deep in gravel, as long as the top is out of the water surface.
The baby fish are happy in their new space. No more breeding tank!
I will replace the horizontal binder with a better piece of plastic. It can easily be placed under the gravel if you want it out of the way.
Everything can be lifted out when no longer needed.

It works really well and ther does not appear to be any problems with circulation.
Im sure people can improve on it and it would be good to see it done in a big tank.
