MUST my DP have a filter?

What sized tank? Most external power filters are pretty good and have flow control, most online fish websited have these for cheaper prices than in stores. If you really think that you are up to changing the water every time you feed them, feel free to, as long as you have airation between feedings and biological bacteria :)
 
Puffers need extreamly clean water and a filter is vital, they produce a lot of waste and are messy eaters.

If the tank is small then that's more reason to have a filter as the smaller the water quantity, the more unstable the parameters.

Our local Pets-at-Home sells a tiny internal sponge filter designed for 5 to 15 gallon tanks and it's only £10.

Seed it with some media from an established filter and it will be fine.
 
Well I will try and find a replacement for the rubbish one in there right now.
Is Aeration essential also?
 
The filter I suggested comes with an air pump & airstone included in the price. Get yourself down to Pets-at-Home in the morning! (but don't buy their fish if your local store is anything like ours!)
 
If there is enough agitation then yes, but if you didn't have a power filter to provide aeration you would need an airstone
