moon lighting

ive heard a couple of people mention moon lighting on here recently and from what ive gathered its some kind of light that reflects ripples onto the room at night, is this right?
how does it work n where can i get one?
would it be easy to make one?

its just a 'moon' tube - it encourages nocternal fish to come out and do their thing at night...

basicly a blue low light floresent tube that is left on during the night.

our next tank in the bedroom will have one
