I have 100kg of Ocean rock. I have been offered 50kg of mature cured live rock strait out of a tank. If i mix the two together would this be suitable for my 720litre set up? Ocean rock is base rock yes? And still filters like live rock but not as well, what you think?

Ocean Rock is not very good because it is not very porous so I wouldn't do it.

Put your ocean rock down as a base like you said then get the LR you have been offered and use it on top with some good flow in your tank. Try to buy as much LR as you can afford as it is x10 better filtration than ocean rock. As long as you have good water movement, a good skimmer and the LR in good places in the tank you'll be fine with it.

as im new to the hobby i dont know much about skimmers dont even know how im setting it up lol but iv bought i aqua med turbo flotor 3000 blue. Suppose to be good?

Unfortunately it is costly but worth every penny..If you get a good amount of live rock I would consider ditching the ocean rock as only it's surface can offer limited, and aerobic , filtration.....this produces nitrates, however as water passes through live rock and a deep sand bed, anaerobic filtration occurs, breaking down a lot of the nitrates in your system..the rest being removed with regular water changes...
nice skimmer too !!

Thanks for the reply mate.
Think im gonna go for 2 koralia 5's too they seem to have the amount of flow that i need.
Should be good :)
