Missing Shrimp...

I have a 25 litre tank with 1x Beta, 10x Cardinal Tetra and 6x Cherry Red Shrimp. Everything has got along perfectly for the past 3 months. The shrimp tend to hide under a piece of wood but generally at least 2 or 3 are out during the evenings.

Last week I added 4x Otto to clean the algae off the glass. Since their arrival I have only seen 1 shrimp out & about and only one occasion. I can occasionally see the feelers of one or two shrimp sticking out from under the wood and I have seen a shed skin when I got up one morning proving some nocturnal activity has occurred.

Have the Ottos pushed the shrimp into hiding? Have I over stocked the tank? Any suggestions??

I thought bettas ate shrimp? I've noticed a lot of people with missing shrimp with betta's lately as well! It won't help if the shrimp has shred its shell, its vunerable in that state.
 
It's a small male beta splenden siamese fighting fish. He's shown no aggression to the shrimp or anything else before. Id have thought the shrimp are too big for him. I'm pretty sure the 6 shrimp are all still alive, but just hiding.
