Max 2" -Nemo-, a member here, is setting up a "pony" tank right now. http/www.fishforums.net/index.php?/topic/355311-stephs-7g-planted-cube/ Kelwoo has also successfully kept seahorses, though hers I think were larger, but the basic setup is the same.
