Milky colored water

I did my usual weekly maintance on the fish tank, water change gravel vac, BUT I never changed the wool in the filter thingy.
I did that this morning (2 days later) and from clear water it went a bit milky, I didnt think much of it, thinking it was becasue of the clean wool I used, I also added a litre or so of water, (the tank wasnt quit full) I just used plain old tap water , and didnt dechlorante it could this be the problem?
 
Possibly. The "milkiness" could be a bacterial bloom.

You changed the filter--taking out lots of good bacteria. At the same time you added chlorinated water which would have killed a lot of the bacteria that were left.

It's kinda like putting your fish tank back to the "new," "uncycled" status.
