Measuring For Water Change/top-off

The slight dissipation of the water has the tank at 1.024 now (it started at 1.022), and I'd like to keep it that way. So instead of topping off with plain water I'd like to add enough salt to the water to get it to stay at 1.024, but I'm not sure the best way to do it, as it only needs about 1/2-3/4 gal added.
The directions on the salt were 3 cups per 5 gallons, which gave me the 1.022 originally. Like I said though, I want it at 1.024 as I plan on having an invertebrate or 2 and know they need the little higher sg/salinity.
What would you recommend me doing?

Oh, if I do a water change now, will it lengthen the cycle time still? (It's at: ammo 0, nitrite <.25, nitrates 5, so it's almost done!)

Do you think a 3-g per week water change will be good, or should I change more? (It's a 20g thank.)
