Marineland Gravel Vacuum

I just got a gravel vacuum for cleaning my aquarium. I can't get it started by following the instructions. Any tips?

Put the whole thing under water if you can to get all the air out. cover the small end with your finger and move it to your bucket. Let your finger go and watch the water come flowig out!
