Is he a normal honey (ie not one of those reddish color morphs)? If yes, he will develop a blue-black throat area when ready to breed. Are you deffinite your two fish are male and female? How big are they?
Algae 'problems' are only problems for us. Fish don't mind algae. It makes their environment more natural and can benefit the tank by removing excessive nutrients. It even makes a good snack and helps tiny infusoria live and multiply in your tank (excellent first food for tiny gourami fry). What you should be worried about is what is causing the algae problem (over-feeding, over-stocking/over-crowding, too much light, not enough water changes/slacking on maintainance etc) all fo which would also affect the water quality in your tank and, as such, would be affecting your gouramies' condition and, therefore, their readiness to spawn.
There are other reasons your male may not be building a bubblenest, he and your female may need to eb conditioned mroe carefuly on live foods, maybe the current is too strong, there are no floating plants or similar floating objects to provide a 'framework' for his nest, maybe the temperature isn't high enough (78 to 80 deg F) or the fish are stressed from having very active/boisterous or even aggressive tankmates. Lowering the water level will also help but only in a seperate purposely-set up breeding tank should you do this.
Keep in mind, BTW, that you cannot breed gouramies in a community. You need to set up a seperate breeding tank to raise the fry. Do a search of this forum to bring up topics about breeding gouramies. Pearls, three-spots and dwarfs can all be bred in the same way so those posts are also relevant. I think there's also a pinned topic about it.
