I have a 29 gallon tank that has two RES in it, each one around the size of an inch. Could I put a male betta in with them? I'm more afraid of the turtles picking at the fins, than the male betta attacking the turtles.

I don't know a lot about turtles other than they eat fish, and they aren't picky about what fish it is they're eating. Even if they are small turtles, I would really worry about them taking chunks out of the betta. I don't think I would chance it, personally.

Alright,
I will try it and at the first sign of aggression, the betta will get it's own tank. A 29 gallon tank to be exact, all to himself.

But the 29 is already cycled, and I don't want to go through a cycle again. Something is wrong with my water, because it took me 3 months to finish cycling in the 29. Maybe I could put the betta in there, and take the turtles out. I'll think about what i'm going to do, then decide.

The turtle will probably eat the betta.
Exciting! Lets bet!! I bet the betta'll last 2 days!

Heh, yeah, don't even think about it :p
"The first sign of aggression" could very well be a headless betta. Turtles have a very strong bite. If I were you I'd just get a 2.5 or 5 gallon for the betta. That's plenty big for one :)
