my saltwater tank has alot of algea and it was recommended that I make or buy a refugem, I was told they're easy to make, but how?

I've been told to find the source of the problem before trying to mask the problem.

What kind of algea? Cyano, hair?

You probably have either build up of phosphates. Or just get a small clump of cheato and put it in a clear soap dish with suction cups for a cheap in tank refuguim.

IIRC a refugium in a sump usually consists of a deep sand bed (DSB) which is basically a sand bed several inches deep so no oxygen can penetrate so anaerobic bacteria can grow, aiding nitrate removal. live rock rubble and macro algaes like caulerpa can also be used
