Low-water level filtration

I dropped the water in my 75 gallon so I could have room for the turtle to get out an bask.. but I know my biowheel filter isn't happy about it.

In order to prime after a power outage, I have to add water in, and then I can suck it out again..

The water level is about 6 inches below the brim of the tank.

Any idea on types of filters that would remedy this? The least expensive the better, and quality is a must- I have a turtle! (messy!)
 
With dropped water levels, I would avoid any kind of hang on tank/side/back filter. An external, below the tank canister would have no trouble, but you'd need to get a good one with a reptile. They produce a lot of muck.
