Live Rock/ Reef Safe

I've heard lots of talk about fish that are "reef safe." When one says that they're going to have live rock in the tank does that qualify as a reef, or do you have to add extra corals to it? On many websites I see two sections, one for live rock and one for corals.
 
liverock is not reef because you wont have any corals, ocasionally you get hitchiking corals n lr but they will die unless given proper lighitng
 
Reef safe will normally refer to creatures which will not eat corals and generally ones which will not eat the smaller fish and clean up crew present in a reef tank (although there are some fish considered reef safe which will predate on smaller animals, just not corals and sponges).

live rock is the 'base' used for building the reef. its called live rock because it is full of all kinds of critters living in the many holes and crevices of the rock. not to mention the micro organisms that inhabit the rock
