K stands for Kelvin and is a measure of the color of the light. There are other variables at play, but plants generally do best with bulbs in the 5000K-7000K range. Your 14000K bulb is likely to be more useful on a saltwater reef tank.

A-1583 Aqua-Glo Fluor. Aquarium Lamp - 60.96cm - T8

This is the light in question do you think I've been sole it to make money for the LFS

Depends on how clued up your lfs is. Some of the lfs just don't know or don't have an aquarium specialist. I know this is wrong but it happens everywhere. I would take it back & exchange it. Do you have gro-lux tubes where you live?? These are a good plant growing T8 tube. Either that a full spectrum job will do the trick.
