Lighting with halogen lamps?

Halogen lamps go quite cheap and provide massive lighting at a very decent price.

I'll be getting a nice little 10 gallon tank as a growout tank.

I most likely won't put a hood on it and was wondering if I could just buy halogen lamps to light it. I will be putting plants in it and some guppy fry as permamnent residents but might use it as quarantine if ever necessary. There would be no cover on this tank so i could use lamps a lighting

is this possible?

Halogen lamps render a light that is not usable by plants. Algae should do really well but not plants.
