Lighting Help For A Dummy :)

Hi to everyone,
I have just purchased a used 120 litre aquarium package.
Before transfering the fish & plants from my old tank to the new one, I really need to do something about the lighting. The new tank (80x40x40cm) has a cover with a light fitting that is in my opinion insufficient for growing most plants. At the moment there is one 18W T8 neon tube (Sylvania F18W/154 Daylight). What I would like to know is whether it is possible to just change the neon to a more efficient one (or possibly ad another tube without changing/adding other parts of the fitting) for the time being as I can't really afford to change the whole light fitting atm and there is no space for a second neon with ballast + starter. As the title states I am really a dummy when it comes to these things so I am hoping someone smarter than me could help me out.
This is all the infomation I have managed to gather by checking out all the fittings:
The fitting includes a Tridonic EC20 A54 230V 50Hz Ballast with the following information written in it
1x18 W T
1x18 W TL
1x23 W T
1x24 W TC
1x26 W TCD
tw130/55/65c/85
the ballast could possibly have a 4.5W pump and 100W heater wired into it as well (as I said I am a dummy and I can't really say whether they are connected but the aquarium only has one plug for the light, pump and heater and all the wires of those are brought together next to the ballast, will try to post a pic later on if needed).
There is also a Sylvania Starter that states:
FS-11
F4W...65W,F60W
CF18W...36W
220-240V Single
