I have a light starter which states on it 48" tubes only.

I dont see why i cant put shorter tubes on it? like 10"? any reason as to why you cant? or is it a marketting trick to get you to buy another light starter to use with shorter tubes?

I have done this but never with something so much shorter, generally just the next size up or down.

it would also depend on the design of the balast the oldfasioned magentic balast would be able to cope with the difference in current better than the new electronic ones.

Give it a try, worst case scenario, your house burns down.

A starter is roughly matched to the size, wattage, of the tube it is supporting. As long as you are close, it should work out fine. If you get way off, as you are considering doing, it may have some unexpected results.
