Light Shy Black Widow Tetras

I have three new (5 days ) black widow tetras and they are in with 10 neons. 54 ltr tank and all water perametres are normal tank has been established a couple of month .

Are widows usually light shy as every time the tank lights on they go hide under the filter and wont come out till its dark ? .
I have blocked a lot of the light by putting floating plants in so its half stength but still they wont come out and they sit with their color all faded . but as soon as the light goes off they swim out colour up and play happily . Im just wondering if this is normal I want to be able to see them out and about in the day .

Do you think its just because they are in a new enviroment or am i doing something wrong ?

Ideally I would have liked more but wasn't sure my tank would support six as they are bigger fish with the ten neons as well . its 2ft wide 1ft high 54 litres would 3 more be okay and not too overcrowded.
 
I havent got any more yet. but the 3 are doing really well now and arent shy anymore i added a little more cover for them :good: I may still try a couple more filteration is good so i think they would be okay thanks
 
I think another 3 would be fine and they will feel safer in a larger group.

They are quite shy, and like heavily planted aquaria, but once they are settled they will use open water to 'display'.
