Is there a general rule of how much they increase the lights power.

For example a 150cm 58Watt tube normal.
With a reflector its effective Watt = ???? :dunno:

it not so much increases the wattage but the amount of light being forced directly down into the aquarium...as I understand, the WPG calculations include a decent reflector in their measurements.

Basically 50% of the light is going in the wrong direction. A reflector will redirect that light back down into a tank. however both the material and design of the reflector are equally important. Redirected light needs to go into the tank not just restrike the bulb or be redirected in a wrong direction. The best reflectors I have seen come from http://www.ahsupply.com/
