Most lights can be used to light a tank, and I use desk lamps for my 4 gallon betta tank and 20 gallon fry tank, but you would need some sort of glass or plastic top aswell. As for plants you'd have better luck in the plant section, i don't know m uch butdid put one small anubia in a jar with sand/flourish and an airtube that I blow bubbles through, this has been healthy for five weeks
