lazy betta

recently my Betta, Donahue got incredibly lazy. he's hanging out ON the gravel, fins clamped, gills just barely going. i've had to chase him with the net to get him to breathe!

i haven't got the money for meds, i'd just like to know what may be wrong with him.

i've had him a month now, but god knows how long he was in the pet store.

he's hanging around at the top of the heater now, seems to be getting a bit better ^^

"Lazy" doesn't sound the right word. He sounds unwell, particularly with the lack of movement and the clamped fins. What are his water parameters and temperature?
