aye there doesnt seem to be much information on them, and that seems TOO small to me, its a Panaque and stated as max size 2.4"

A few other sites state the same, so PC.com may be wrong.

clown plecs are panaques and are small, and pc list standard lengths not total ones, so it doesn't seem way off to me.
