I didnn't like the black juwel backgrounds, but now i've seen a nicer brown one by juwel. But my tank is a established ceylon puffer brackish tank, would it be safe to drain all the water out into a spare tank and buckets and put the puffers in the spare for a day or two while the glue sets on the background? Wouldnt have to cycle again?
 
no need for that; get yourself some gold lable pond sealer
as seen here or some wet water sticky stuff as seen here (note £12.75 is expensive so don't buy from that link)

both of these products are a butyl based silicon that bonds and dries underwater and both are safe for fish;
this means that you can add your new juwel rocky background and restock the same day.

all I'd do is remove the fish whilst you add you new background and return them when your done an hour or so later.

(note wear rubber gloves, it's a pig to get off your skin)
