Juwel Heaters - Temp Fluctuating

My new Juwel heater is starting to annoy me because I can't seem to maintain a stable temp in my Trigon 190. Today it has fluctuated between 24.1 & 26.8, my old Visi-therm never fluctuated over a degree.

Is this level of change acceptable or do I need to be looking for a better heater? If I do need a new heater does anyone know if other brands will fit in the slot in the Juwel filter?

Are you sure it's just not the room temperature thats making it rise? or is the heater coming on and off?
