She's been mainly hiding in her cave for the last couple of weeks and finally has come out today. She's just lying on the bottom of the tank. Not breathing hard, but 1 eye is definately cloudy. Water parameters are all great. Shes in a 30g tall with a JD and a Sev and 2 yo-yo loaches. They are all under 4".
She doesn't seem like she feels good. Normally, when she sees someone approach the tank she runs and hides. Right now she's just sitting on the bottom and could careless about me looking at her.
Whats going on and what should I do?

does the eye look like it has a bubble over it? if so this is popeye. best to get her into a hospital tank with some meds. also salt. don't bother feeding her for a few days. she probably will not eat. then offer small amounts of food.

I got in touch with the LFS owner I know who is really good at this, he has half a wall of hospital tanks where he treats sick and injured fish that belong to customers. I described what was going on and we are now treating the entire tank with Myacin. I had asked about isolating her, but to do that I would have to remove the other fish in the tank with her out to another tank with other fish in it and that would risk spreading the infection. He thinks it will be better to treat all the fish just as a "better safe than sorry" approach.
Gave the first dose last night, the next one will be tomorrow night and then 2 nights after that. I'll let ya know how it goes.
Thanks Semper Fi and yes, the eye is bulging out.

Now that you've treated the sympton, let's try to find the cause. Pop eye is normally caused by either/and bad water or stress. Is she being bullied by any other tank mates?
