I contacted a rep from Eheim to ask about that North American phenomenon that seems to be plauging us that have bought a new Eheim Jager heater. I asked for the straight dope on whether or not these things are submersible. Most of us assumed correctly about regulations and such... but here's the word from the Eheim Rep...

JAGER Heaters are fully submersible according to European standards. However because they are now manufactured in Germany a new UL certificate must be issued for the “New†company. This new certificate must be issued to comply with the North American standards, until then the heater must be labeled as not submersible in North America .
