Could anybody tell me can i keep a Hillstream Loach in a 40cmx40cmx40cm tank or is this too small, and if so how many thanks,
 
The tank size will be fine. But these guys like highly oxygenated clean water, so the trick is how you achieve that.
 
No I haven't set tank up yet, how many can u have in a tank this size
 
To small of a tank for hillstream loach imo.

Ideally be in a group of 3 or more and do need highly oxygenated water which you will not be able to do in 40 cube sadly
 
I think that tank is a bit too small to be honest.

Reckon a absolute minimum of 3 foot (90cm) long tank would be ok with high oxygenated fast flowing water.

But think a 4 or even 5 foot long tank would be much better, gives you more options imho.

I am a big fan of hillstreams and considered getting those some years back but after much research and did not have a big enough tank that I decided it was beyond me at the time.

Wonderful fish specie imho and am always sad to see them in slow low oxygenated water in LFS all the time. Wish LFS would take better care and look after these guys properly. Alas, an all too common occurrence with LFS.
