Is this normal for a neon tetra

My neon tetra has a white lump. It’s started as a white spot a few months ago, however recently it’s developed into a lump. Is this neon tetra disease?

It is not neon tetra disease.

If it started a few months ago and is growing, it's probably a parasitic worm that got lost. These usually stay put and don't cause any major problems but sometimes that rupture the skin and break out. The fish can die from the injury.

There's not normally any cure for them when they are in the muscle tissue but you could try deworming them if you want to try. It probably won't work but it would ensure the fish don't have intestinal worms. See section 3 of the following link for deworming fish.
