Sorry i forgot to say that it isnt fluffy round his mouth. Its quite smooth.

It doesen't look like anything sinister by your photos. but if it is,
don't go mad and treat this straight away with all manor of chemicals. It may just be stress related seeing as you've only had him a couple of days. Carry on with you weekly water changes (use stresscoat) and feeding regime. Then see what he/she is like. Keep a close eye on the situation then if you feel that it's getting worse then treat with one of the propriotary cures on the market. Follow the instruction carefully.
I would normally pu a little bit of salt in my water but you have a plec in there and I don't think they take too kindly to added salt in their aquarium.

My female platy mouth rot was smooth as she had no lips, i strongly advise you treat as it can be very aggressive as i've found out to my own cost and my poor fishes.
