Is This Lighting Enough?

I have my eye on a 330 litre tank, which is fairly deep being 70 cm deep

It comes with 3x39w T5 tubes. Will it be enough?
The tank will be in a well lit room.

It won't be easy to upgrade because the hood contains also the filter, so I'd rather know before I fork out if it's any good.

I plan on planting vallisneria, amazon sword, crinum, and similar plants, but would like to consider the possibility of a carpeting plant. No floating plants.

Carpeting plants will require high lighting, probably 2-2.5 watts per gallon? that's just an estimation though. and you probably need co2 injection and fert to grow the carpeting plants well. other than that your good to go IMO
