Is This Light Unit Too Good To Be True?

Looking for better lighting in my 95 litre planted tank, currently running a 20W T8 which isn't quite cutting it for some of the plants IMO.
What do you guys think about this:
T5 Aquarium Fish Tank Overhead light Lighting aluminum Lamp System from eBay
I would be after the 90cm 21W x3 T5 model and probably swap the moonlight bulb for another daylight.
