Is this finrot?

I just got a Blue Acara today and I just noticed that some of his fins have been nip, but not too badly, could this cause finrot?. Also on the back on his swimming fins I don't know what's it called( The fins next to the gills) I noticed that there are yellow tiny looking eggs. What could this be? I really didn't have a chance to check out the fish properly as my LFS is so busy and the guy just scoops it up and puts it in the bag for me plus my Aunt was kinda in a hurry. I don't have any pics right now does anybody know what this nasty thing is?

If he stays healthy (ie. good water conditions), I believe the fins will cure itself. Not sure if it's the case when you say there'r tiny yellow eggs though, cause this might be some sort of fungus or velvet. Do you have a picture of him?

I'll try to borrow my friends and digi cam and take a pic, I'll post this topic again once I do. So far he looks pretty healthy....
