Is This Bga?

I'm trying to helpout a online buddy that's having problems with a fungi or bacteria or algae.. here's a picture he provided me, he describes it as light brown... cottony balls.. I thought more of it like BGA (slime algae) but.. i'm not sure i'v never actually seen the stuff before.

no that was the only picture he provided me, and yes it seems ilke it's attached to the gravel... you can see it growing underneath in the cresents of the gravel aswell. very odd never seen anything like that.. lol that would be huge overfeeding if that were the case...
 
Not BGA.
Really not sure what it is. As everyone says, it doesnt look like algae but fish waste.
 
Get a gravel vac in there quickly! Even if it is algae (which I doubt) a good gravel clean will get rid of most of it, then make sure said friend uses a gravel vac to siphon water out at each water change...which they may need to consider doing more often.
