Is there such a thing?

Quiet? or silent?

I use the tetra whisper air pumps and they aren't too loud..... however they are the loudest part of my aquarium setups.
 
I have an AQUA Culture pump that is not too loud, the air stones make most of the noise when it is running, like @Metalhead88 I also have whisper pumps which are not too loud and again the air stones make more noise.
 
You won't find a perfectly quiet air pump. I did a review of the Danner AP-4 air pump I use in my 35 gallon tall hex tank. I also have one for my 29 gallon tank. It is quieter than others I have tried. You can adjust output to your needs and it has 2 ports. I have owned them for about 5 years and they still work fine. I run an air stone off one port and a sponge filter on the other port. Do not leave one port open and unused though...then it gets very loud.

I also own the single port Danner AP-3 pump for my 10 gallon tank and I find that one a bit too loud and it is non-adjustable. It has just one port.

here is my review for the AP-4 twin port adjustable air pump. I recommend it if you have a 29 gallon tank or larger.

I wish to thank you for the suggestions, I have sent for a Pawfly 7w but if it dosen't work out I will try the Danner AP-4 next.

Just curious...how much was the Pawfly air pump? How large is your tank?. Do you have a link to the model you bought?

Is it still work during blackout? I got one of the air pump that is extremely quiet and still work during blackout (it always happen like 10 times a week)

My Eheim air pump is very quiet. It sits on top of a piece of sponge. When it makes a noise I know something has been pushed up against it - it runs the filter in my betta's tank which is on a kitchen worktop so things do get pushed against it.
 
Today my air pump arrived and although it is a little larger than I would like, it is completely silent and I could not be happier. It doesn't seem to put out more air than my smaller one did but it does so in a blissful silence. I am certain it will get louder with age but now it is just silent. It is more expensive but worth ever penny.
