Is The Current Off My Filter To Strong?

Im just wondering weather or not the current in my water is to strong. Ive noticed certain species of fish, my phantom tetras in particular seem to dislike the current. The bigger fish in my tank dont seem to mind, its the more fragile ones that i get the feeling as they just want a rest. Dont get me wrong the current in my waters not that vicious, i just thing certain areas in the tank should be reasonably still for them. my filters a majic jet 1000 for tanks, 100 litres to 300 litres, my tank is 140 litres 48" x 12"x 15" :look:
 
Some fish like the calmer end of the tank, if the current is blowing them about, or they are struggling to swim in the current, yes it's to much.
