Is my tiny juvenile guppy a dwarf?

I have 1 female adult guppy that has had multiple births about every 30 days just from being with 1 male.
I know guppies can give birth several months even if she is no longer with the male. My question is about her babies.
They all seem to look alike except for one fish. It is tiny but is about 4 months old. It never grows but eats the same as the other siblings, plays and acts happy. Is it possible it is a dwarf? I know it is her baby because I only have 1 mother fish and I caught the baby soon after she gave birth and placed it in a separate tank with siblings.
I have attached the picture. You can see the size difference with her sisters in the same shot. She is on the left in front of the drift wood.

Hard to be certain without a decent picture but it looks skinny and emaciated, which usually implies gill flukes and or intestinal worms.

You can treat gill flukes with salt (2 heaped tablespoons of rock salt for every 20 litres of water). Keep salt in tank for 4 weeks.

You can treat intestinal worms with Flubendazole for most worms, Levamisole for round worms, and Praziquantel for tapeworm. Flubendazole and Praziquantel usually treat gill flukes too.
You treat the tank once a week for 4 weeks. Do a 75% water change and gravel clean the substrate 24 hours after treating.
Make sure any new water is free of chlorine/ chloramine before it's added to the tank.

Oh, that has happened to one of my guppies too. Right now the guppy is a year old and still tiny. But he is doing great. He happily swims with my other guppies and has fun. He doesn't even seem to notice that he is so tiny!

It looks stunted. It also is too skinny. I agree with Colin overhere.
What's been mentioned about the sex. From this picture, it's hard to tell the sex. Could be male, could be female. The picture is not clear enough to make a good say about it. The coloration on the body of this particular specimen doesn't say anything about its sex. There are plenty females that show coloration like this. That this one has got a different coloration , could mean that one or both parents may carry other color genes in them as well.
