Is my tank okay?

Have you checked the bottom of your shoe?
I have a ten gallon tank, with some sort of filter (hangs off the back, kind of?).
There are six healthy neon tetras, a striped rapheal catfish (not very big maybe an inch and half.) and im currently acclimating a male guppy which I have been using for a science project.

I do a water change once or twice a week.

Could I fit in one or two female guppies?
Or just one female guppy and a male betta?
 
from what i read that catfish get big 8 inches your tank may not be overstocked now but the catfish will need rehoming

One female guppy would get too much attention from the male. You should really keep 2 females to every male. The male betta may nip the guppies' fins.
 
The striped raphael really needs a bigger home. It may be small now, but it will grow very big. It'll also eat small fish (like the neons) when it's big enough.

I'd say two female guppies are a good idea, as long as the catfish finds another home.
 
I'd get the female guppies. maybe 3 of them.

The cat will deffinotly need rehoming.

I would'nt get a betta with the male guppy in there, although it depends on each indifishal betta, some get on great over rip guppies apart.
