Is my fish dead

I have a dalmation molly that is sunk at the bottom he does this often at night. But now hes there at the bottom up right not moving is he dead?

He doesn't look very dead to me, what are the results of water parameter test:
Ammonia
Nitrites
Nitrates
PH

The problem is hes not breathing should i put him in the flow of the water to get water flowing through his gills?

The way he is now he does not look dead but look for gill movement.

I touched him and he didnt respond his fins are also really stiff pointing out I think hes a gonner
