I would say that you got a young betta, as its fins are a bit short. As long as there is no broken pieces on the end, then all is well with him, just give him some time to grow, and i am sure his fins will fill out also.

He's a beautiful betta and you can be proud of him no matter what may have happened before you got him.

If his fins have been nipped, they will most likely grow back.
