Is It Possible To Stock Fish In A 15 Litre Biorb Flow Tank

As the title suggests, is there any possibility of being able to stock any small fish in a BiOrb Flow 15 litre / 4 US Gal tank?
 
The tank measures Length - 30cm x Width - 20cm x Height - 30cm
 
 
Has an airstone filter in the centre with sponge and bio media that has just about completed a fishless cycle so it is ready for stocking for this Saturday.
 
Has a heater set at 24 C at the moment. 
 
Fine black gravel substrate, couple of small bits of bogwood, a few pebbles (vinegar tested and cleaned thoroughly and very hot water poured over several times)
 
Has a few plants, anubias, cryptos (I think) and vallis whether they survive or not I do not know since the filter is in the substrate basically and plants may not like this. Remains to be seen.

This is my girlfriends tank and she is going to have shrimps, possibly Crystal Reds, Blue Bee or Bee Shrimps, subject to change of course, in this tank along with a couple of snails, but she wants to consider having a few small fish for the middle or upper areas of the tank.
 
I have said MAYBE endlers or guppies might be ok, but just 3 or 4 max since its a very small tank and not a lot of swimming space.
 
White Cloud Minnows are tiny but totally unsuitable as they require a bigger tank since being active fish, tetras same thing, Barbs a no no as well.
 
Girlfriend does not want a Betta in this tank at my suggestion even if its below my usual recommendation of minimum 5 Gal tanks.
Since it may eat the shrimps anyway its a no no.
 
Am absolutely open to comments and opinions about whether this is possible or even worth trying to have any small fish.
 
Like the look of the brigittae but unfortunately forgot to mention, our water is fairly hard and pH is around 7.6. Had a quick look on Seriously Fish and seem unsuitable really as these like low pH and soft waters. Great suggestion though!
 
Heterandria formosa looks pretty suitable, and suits the water we have and can easily make the water a bit more brackish to make them a bit happier. According to Seriously Fish a pair of these can be kept in this size of tank.
 
Not sure of the availability of these in UK but will certainly have a look.
 
Nice suggestion, will let GF see that one. 
 
BTW the GF saw some Venus Guppies (looks like an endler to me!) in a LFS that she liked the look of, anyone know of these and if they are suitable for this tank?

Thats what I reckon too, don't think its worth putting in any fish in such a small tank, best with just plants, shrimps and snails IMO
 
But this is down to the GF though, its her tank and if she wants 3 endlers then thats fine, but will be holding my breath though until something goes wrong and then GF gets upset.........
 
Really beginning to think LFS should not sell such small tanks UNLESS they specify it only suitable for shrimp, plants and snail, that sort of thing but obviously to these LFS, profit comes first!
 
I knew this anyway when I first bought the BiOrb but obviously not everyone knows.
