Is It Possible That He Doesn't Like Moving Water?

I recently bought a 1.7 gallon tank for my betta, Cerulean aka Leo, and he has not eaten since being in it. I was wondering if this was because of the filter, because he has never had one before? I bought the tank specifically for that purpose, as I felt bad when I saw the white scum that developed on top of the water every week. I'm confused. And now he wont eat. Help me out a bit?

that could be the reason - betta's generally speaking Hate current.

OH. Yeah I thought I read that somewhere. What should I do then? Leave it off, and turn it on when whtie stuff starts to develop, turn it on briefly?

maybe do a 50% water change halfway through the week.

If you can adjust the current on the filter, just turn it down, otherwise maybe just cover the outflow with a net or somthing to slow the current? Its a filter or lots of weekly water changes basically.
