is it algae?

the suction cups that are used to hold my filter and heater to the glass were black, but now they are a greyish colour. It looks like something has covered them with a light powder.
What could be causing this?

sounds like brown algae. very common in new tanks and will usually go away by itself once the tank setttles out. If it sticks around try increasing the amount of time you keep your lights on and if it really bothers you just scrape/wipe it off manually. Good Luck
