Is A Skimmer Needed?

So as some of you may know, i'm pretty new and i have a 30gal saltwater tank. I used tap water when i set it up first, but since then i have used RO water when changing. Anyway, the water is getting pretty cloudy, with lots of little particles floating arround. They dont just float at the top ,they seem to be at all levels in the water. Its not huge but its noticable and should i be concerned?

Would a skimmer reduce all these particles? as right now the water isnt all that great looking

yes- im a newb too- but it gets excess nutrients out of the water (proteins)
 
Is the tank cycled? If its not, than this is part of cycling and hopefully there are no fish in there. A protein skimmer is a good piece of equipment to have for a fish only, but wont necessarily remove all of that cloudiness. If you plan on going reef, than a protein skimmer is necessary.
 
A protein skimmer is always a valuable thing to be running on a tank. Even if you keep up with water changes they are a great life-saver if anything happens in your tank. They can certainly help you survive from a crash and if anything dies in your tank it will have a lesser chance of poisoning or affecting any of your other livestock.

On a 75G a good hang-on or external skimmer is what you want.

Well it doesnt seem a skimmer will fit onto my tank. There is a large top that is built onto the tank, that is where the filter is, and the skimmer would have no way of fitting on. I could use an internal skimmer but i was told that i would have to drain 3-4 inches of water from the top, and i really dont want to do that
