This is from a blog on a local fish store( Only applies to WI from what I can tell:

DNR bans Elodea, other Popular Aquarium/Pond Plants If you're wondering why we haven't been able to get previously common aquarium/pond plants like elodea (a.k.a. anacharis), cabomba, foxtail, parrot's feather, water lettuce and flowering rush, Wisconsin's Department of Natural Resources declared these to be Invasive Species last fall, and has prohibited their possession or sale. Some of these plants have been aquarium staples for over a century, and will no doubt be missed by hobbyists across the state. On the aquarium side, we have a great many beautiful ornamental plants to substitute, but we'll need to do a little experimenting to find pond "aerator" plants that appreciate our weather - without thriving to the point of catching the DNR's attention.
