Interpet River Reef 48l - Help With Pump Needed

I recently bought a River Reef 48l tank, whuich is great, but I'm struggling with the set up as the submersible pump is really noisy. I'm sure I'm doing something really wrong as the pump is not under water, which I'm sure it should be. Apologies for what is probably a stupid query, but I'm completely stuck as to what to do. Any help much appreciated.

pumps should always be submerged other wise they over heat and then u got problem, plus the propeller will be really noisy out of water, so simply have it fully submerged.
