Indoor plant grow light

im developing a new tank system to grow aquarium plants in. Its out the way off people so algae on the glass doesn't really matter to me also their will be no fish, snails or shrimp just plants to give nutrients im gonna put old tank water in from my display tank
so would this light fill the purpose of growing plants i would like to know your thoughts on this please

What are the tank dimensions (length x width x height)?

600 watts of light is probably too much for the average aquarium.
A planted aquarium that is 4 foot long x 2 foot wide x 2 foot high would normally have 2 x 150 watt metal halide lights above it.
You are talking 600 watts of light and I think that is way too much.

300 watts of light would be heaps for tall tanks that are 24-30inches high.
Less wattage would be fine for tanks that are only 12-18 inches high.

A simply way to check for intensity is to fill the tank with water and hang the light above the tank. Put your hand just under the surface of the water and have the light on. If there is a good shadow of your hand on the bottom of the tank, there is plenty of light.

A lot of aquarium plants can be grown out of water with just wet roots. These require less light due to being out of water.

I have owned one of this 600w light for house plants and it only draws 10w which shocks a bit the tank is about 12 inches deep
 
I'm not sure how a 600 watt light can only use 10 watts of power. That doesn't make sense.
